The Chehalis is the largest river basin lying entirely within Washington — a sprawling coastal system that drains most of the state's southwest corner. Its salmon are not listed under the Endangered Species Act, and so most people assume they're doing fine.

They are not doing fine. And that gap — between "not listed" and "not in trouble" — is exactly the warning the Chehalis has to offer.

"Unlisted" Doesn't Mean Safe

A listing is an alarm that only rings once a run is already near collapse. On the Chehalis, the decline is well underway and the alarm hasn't sounded.

The Biggest All-WA Basin

The Chehalis is the largest river basin entirely within Washington — a major producer of fall Chinook, coho, chum, and steelhead, and one of the state's most important non-Puget-Sound rivers.

Not ESA-Listed

Because it's a coastal system outside the listed Puget Sound and Columbia groupings, its salmon carry no ESA protection — which reads, to most people, as "healthy."

Spring Chinook: ~23% Left

The basin's spring Chinook have fallen to roughly 23% of their historic population — a run quietly sliding toward the same crisis its listed neighbors already hit.

The Slide Nobody's Watching

This is the passive model's blind spot laid bare. The whole hands-off framework is built to react to listings — to spring into action only once a run has fallen far enough to be declared endangered. A big, productive, unlisted river like the Chehalis falls straight through that net: by the time spring Chinook at 23% of historic finally trigger a listing, you're managing an emergency instead of preventing one.

The state's own draft environmental analysis for the basin doesn't mince words — it warns of the potential extinction of spring Chinook and near-extinction of coho under current pressures and warming water. That's not our alarm. That's the government's, about a river almost nobody thinks is in trouble.

And a Dam on Top of It

Into that already-sliding system comes a proposal for a large new flood-retention dam on the upper Chehalis near Pe Ell — a structure roughly 2,250 feet wide, at an estimated cost of $1.3 to $2.3 billion. Flood damage in the basin is a real and serious problem; nobody pretends otherwise.

But this is exactly where our approach to dams earns its keep. We are not reflexively for dams or against them — we judge each one on its fish math. And here the state's own draft analysis puts spring-Chinook extinction, near-extinction of coho, and construction-phase de-watering on the list of this dam's potential costs. When the government's own numbers say a project would help push an already-declining run over the edge, the data cuts against it — the same evenhanded way that data tells us to keep and engineer a clean-power dam elsewhere. Match the decision to the evidence, dam by dam.

In Fairness

The Chehalis Basin Strategy also includes a genuine, large-scale habitat restoration plan — real work we support. And the flood risk that's driving the dam proposal is not imaginary; the towns of the basin flood badly, and the people who live there deserve protection. These are hard trade-offs, not cartoon villains.

Our point is narrower: don't let "unlisted" be mistaken for "safe," and weigh a new dam honestly against its fish cost, using the best available evidence — before, not after, the run becomes another line in the endangered column.
