Passive recovery is not a theory to us — it is a track record. Across the West, salmon and steelhead have been managed for decades by regulation, litigation, and minimum standards, in place of active rebuilding. We can see how that approach turns out, because it has already been run to completion in some of the most important watersheds in the country.
These are those places. Each case is documented from public, authoritative records — and each one tells the same story from a different angle: managing the decline is not the same as recovering the fish.

The approach was run to completion in the most important watersheds on the West Coast, and it did not recover the fish. In the Endangered Species Act's entire history, it has not delisted a single salmon run.
And where someone actually intervened — a conservation hatchery on Hood Canal, a captive-broodstock rescue for Snake River sockeye that were down to sixteen fish — the runs came back. One of them is about to become the first salmon ever taken off the endangered list.
Same region. Same era. Same ocean. The only thing that changed was whether anyone acted. That is the conclusion: managing the decline is not the same as recovering the fish.
