Say "Olympic Peninsula" and people picture rainforest. But tuck a river into the mountains' rain shadow and you get the opposite: the Dungeness gets about as much rain as Los Angeles. Water, not habitat, is its salmon's binding constraint — and for a century, the farms and the fish were locked in competition for it.
On plenty of rivers, that's a recipe for a decades-long court fight. On the Dungeness, they chose a different answer: they figured out how to share it.
In the Olympic rain shadow, the Dungeness receives precipitation closer to Los Angeles than to the rainforest a few miles away — a naturally water-short river.
An extensive network of farms draws on that limited water. Low instream flow from irrigation withdrawal — not lost habitat — is the main thing holding the salmon back.
The Dungeness was once one of Puget Sound's most productive salmon rivers — producing on the order of 5% of all its pink salmon — before flow depletion took a toll.
Instead of fighting over the last drops, the Jamestown S'Klallam Tribe, local farmers, and conservation groups built a working collaboration to stretch the water further. They coordinate "pulse flows" — timed turndowns of irrigation diversions that send bursts of water down the river exactly when migrating fish need it — and they've developed off-channel storage to hold water back and ease the peak demands on the river. Farmers keep farming; the fish get flow; nobody had to be sued into it.
It's the opposite of the litigation-and-wait model. It's people with competing needs actively engineering a way to meet both.
Sharing the water solves half the problem. The other half is that the Dungeness Chinook — an indigenous stock federal biologists call essential to the region's recovery — are so depleted they need active help to come back. So the co-managers aren't just protecting flow; their plan is to increase hatchery supplementation of the Chinook. Secure the water, and rebuild the run. Both halves, on purpose.

The Dungeness isn't fixed — its Chinook remain depleted, and a warming climate that shrinks snowpack and lengthens droughts will keep the pressure on a river that was already short of water. Pulse flows and storage stretch a limited supply; they don't create more of it. And any hatchery expansion has to be done carefully, with the run's own genetics, to help rather than harm.
But as a model, it's exactly right: where two groups need the same scarce water, the answer that actually moves fish is collaboration plus active production — not a courtroom, and not a decade of waiting to see whose lawyers win.
