Ask a Washington angler why the seasons keep shrinking and you'll hear a version of the same thing: we do everything right and we still get cut. They aren't wrong, and it isn't paranoia. For Chinook salmon — the fish at the center of nearly every fight on this coast — production and harvest are geographically mismatched.
The Pacific Northwest grows the fish. The fisheries to the north are allotted a large share of them before they ever come home. This is the structural reason Washington feels short-changed, year after year. It isn't a vendetta. It's arithmetic.
The harvest side of this is documented in hard, published numbers. Three of them carry the story.
About 78% of the Chinook caught in Southeast Alaska originate in British Columbia, Washington, and Oregon — not Alaska. Its 2026 treaty ceiling is 207,400 fish, and the large majority were spawned to the south.
The Columbia River is the single largest source of Chinook on the West Coast. Add Puget Sound and Washington's coastal hatcheries and the Northwest is the coast's Chinook factory — part of roughly 314 million juvenile Chinook released coastwide.
Alaska's hatcheries release about 1.5 billion fish a year — almost entirely pink and chum, very little Chinook. Yet Alaska takes roughly 80% of the entire U.S. wild-salmon harvest.
The one-line ledger: Idaho and Washington are the purest net donors — they plant Chinook and are allotted almost none of the harvest. Southeast Alaska and British Columbia are the net takers — they harvest a large share of Chinook they did not produce. We grow them; someone upstream of us catches them.
And in June 2026, the count got sharper — and worse. Canada released revised harvest data through the Pacific Salmon Commission, correcting a two-decade-old accounting method that had significantly understated how many Chinook were being killed in British Columbia's mixed-stock ocean fisheries. For more than twenty years, ocean fisheries had been killing thousands more ESA-listed Puget Sound Chinook every year than the official records showed — while recovery goals were set against the undercount.
And the correction lands hardest on our own home watersheds. In the Nooksack, Skagit, and Stillaguamish, the revised estimates show fisheries in Alaska and British Columbia intercepted more than 60% of returning adult Chinook before they ever reached Puget Sound — with distant ocean fleets taking four to six times more Chinook from those rivers than every Puget Sound tribal, commercial, and recreational fishery combined. The fish are grown here and caught there, and the scale of it was undercounted for a generation.
Three mechanisms stack on top of each other.
Mixed-stock fisheries are managed to the weakest stock. The ocean is one shared pool, and managers must throttle the whole fishery to protect the most depleted run in it. Washington's own ESA-listed stocks — Puget Sound, Snake, Lower Columbia — are chronically that weakest stock. So Washington's fisheries get cut to protect Washington's own depleted fish.
Interception. Puget Sound and Columbia Chinook rear as juveniles off the coasts of British Columbia and Southeast Alaska — and they are caught there, in northern fisheries, before they return home to spawn.
Treaty allocation. The Pacific Salmon Treaty sets the catch ceilings that lock the pattern in place. The framework is negotiated and legal — but it hands the northern fisheries a standing share of Northwest-grown fish.
This is the numeric backbone of the active-recovery argument. The handcuff on Washington's fisheries exists because the home stocks are depleted and ESA-listed — the direct legacy of decades of passive management that never rebuilt them. As long as those runs stay weak, they stay the limiting constraint, and Washington keeps getting cut. (Wild Puget Sound Chinook still sit at about 10% of their historic numbers.)
The way out is the way out of everything on this coast: rebuild the runs. Restore abundance through active recovery, and the weak-stock constraint loosens — Washington gets its fisheries back, and there is harvestable surplus that isn't hostage to the depleted wild stocks. The answer to a broken count isn't to stop fishing; it is to rebuild what we produce and fish it selectively — so abundance can be harvested without hammering the stocks that are still weak. This isn't theft, and it isn't Alaska acting in bad faith. Alaska produces enormous natural abundance of its own salmon — its pink, chum, and sockeye runs are the healthiest on the continent — and the Pacific Salmon Treaty is an agreement both countries signed, not a raid. The precise per-stock shares are also species- and year-specific: a clean “each state plants X%, is allotted Y%” table has to be computed from coded-wire-tag cohort data, and this page reports the published, directional picture honestly rather than inventing decimals.
But the structure is real, and it falls hardest on the Northwest: we are, geographically, upstream of nearly everyone who harvests. That is the case for rebuilding what we produce — so the fish we grow come home.
