If you believe the answer to salmon recovery is simply to keep them wild and leave them alone, the John Day River in central Oregon is your best evidence. It's the closest thing the Columbia Basin has to a pure wild-fish experiment.

And it's declining anyway. That single fact — the wild ideal, sliding — is one of the most important in this whole collection.

The Wild Ideal

The Biggest Wild Run

The John Day carries the largest entirely-wild spring-Chinook and summer-steelhead run in the mid and upper Columbia — the reference against which other rivers are measured.

No Hatchery

It's deliberately managed without hatchery supplementation, on one of the longest free-flowing, undammed rivers left in the country. As "wild and hands-off" as a salmon river gets.

Higher Survival Than the Snake

Its fish return from the ocean at consistently higher rates than Snake River stocks — so its wild productivity is genuinely strong. The potential is real.

And Still Declining

With all of that going for it — the best wild genetics, no hatchery "interference," intact free-flowing habitat, the highest survival around — the John Day's spring Chinook and summer steelhead have declined right along with the rest of the Columbia Basin. The wild stronghold is not immune. The very river held up as proof that wild-and-alone works is, in fact, sliding.

What That Proves

If hatchery-free, hands-off wild management were sufficient on its own, the John Day — with the best conditions of any wild river in the basin — would be thriving. It isn't. And the reason is that its fish don't die in the John Day. They die outside it: passing the mainstem Columbia dams, surviving the ocean, running the gauntlet of a changing climate. No amount of leaving the John Day alone reaches those pressures.

This is the other half of the lesson the Snohomish teaches. There, habitat restoration alone wasn't enough. Here, wild protection alone isn't enough. Both point to the same conclusion: recovery is a whole system — wild strongholds protected and depleted runs actively rebuilt and the shared bottlenecks of passage and ocean survival taken on together. In Fairness

None of this argues for hatcheries on the John Day. Its wild productivity is a genuine asset — a living genetic reservoir worth protecting exactly as it is, and a reference we'd be foolish to lose. The case for keeping it wild is strong, and we'd make it ourselves.

The point is only this: protecting a wild river is necessary, and it is not sufficient. A run this pressured from outside its own banks needs the rest of the work too — fixing mainstem passage, and actively rebuilding the basin's more depleted runs — or even the best wild stronghold keeps sliding.
