The most common charge against hatcheries is that they create a crutch — that once you start propping a run up, you can never stop, and the fish become permanent dependents.
The South Fork Nooksack answers that charge directly. Its spring Chinook were nearly gone. A rescue program rebuilt them. And then — this is the part that matters — the program was shut down, on purpose, because the run no longer needed it. Active recovery with a finish line, working exactly the way it's supposed to.
By the mid-2000s, South Fork Nooksack early (spring) Chinook had fallen close to extinction. In 2007, the Lummi Nation, the Nooksack Tribe, the state, and NOAA did something drastic to keep them from vanishing.
Partners collected wild juvenile Chinook from the South Fork by beach seine, DNA-confirmed they were the native stock, and raised them all the way to spawning age — a captive-broodstock rescue.
The fish were reared at Kendall Creek and at NOAA's Manchester saltwater station — local, native-origin brood, so the run's own genetics were preserved, not replaced.
Over the life of the program, more than 360,000 smolts were released back to the South Fork — reseeding a run that had almost blinked out.
By 2016, enough adults were returning and spawning on their own that the captive-broodstock program was no longer needed — so it was retired. The rescue had done its job and stepped back. By 2022 the South Fork spring run was estimated at around 4,009 fish and still climbing.
That off-ramp is the whole point. A well-designed active-recovery program isn't meant to run forever — it's meant to carry a run through its worst years and then hand it back to the river. The Nooksack shows it working start to finish: rescue, rebuild, retire.
"Hatcheries create permanent dependency" is the argument used to justify not intervening — to let a collapsing run take its chances. The South Fork Nooksack is the clean rebuttal: a captive-broodstock program pulled a run back from near-extinction and then ended itself when the run could stand alone. Done right, with native fish and a real exit, active recovery is a bridge, not a habit.

The South Fork Nooksack spring run is still a small, at-risk population — a few thousand fish, not a fully recovered one, and it depends on continued habitat restoration by the tribes to keep climbing. Retiring the captive-broodstock piece doesn't mean the work is over; it means one specific, intensive intervention succeeded and could be stood down.
That distinction is exactly the point. The criticism says intervention is a one-way door. The Nooksack shows it isn't — you can rescue a run and let it go.
