Of all the Chinook salmon runs on the West Coast, exactly one is listed as endangered — the worst status the law assigns. Not "threatened." Endangered. It's the winter-run Chinook of California's Sacramento River, and it has held that designation for more than thirty years.
Three decades of protection, regulation, and federal attention have not recovered it. What has kept it from vanishing entirely — and what now offers a real path back — is not more paperwork. It's active intervention.
The Sacramento winter-run is the only Chinook run listed as endangered — and a federal review has reaffirmed that it remains so.

Uniquely, these fish spawn in summer — so their eggs must incubate through the hottest months of the year, which is exactly where the trouble starts.
Winter-run Chinook evolved to spawn in the cold upper tributaries of the Sacramento — the McCloud and its neighbors, fed by snow and springs. In the 1940s, Shasta Dam walled that habitat off. The fish were forced to spawn instead in the main river below the dam, out in the hot Central Valley summer, where the water can turn lethal to their incubating eggs.
Their survival now hinges on a single thin thread: carefully released cold water from deep in Shasta Reservoir. In dry years that cold-water pool runs short, and the run pays for it — in 2014 and 2015, the vast majority of a year's eggs were lost to warm water. A fish holding on by the temperature of a reservoir release is not a recovered fish.
This is the passive record at its starkest. Listed for three decades. Flagged among the most extinction-prone species in the country. Managed by every regulatory tool available — and still endangered, still lurching from one drought near-collapse to the next. Protection has kept the winter-run on life support. It has not brought it back. In the entire history of the Endangered Species Act, the hands-off approach has recovered no Chinook run at all — and this is the one it's watched most closely.
Two active efforts are doing the real work. The first is a conservation hatchery at the base of Shasta Dam (Livingston Stone), whose supplementation and captive-broodstock programs have repeatedly stood between this run and extinction in its worst years. The second is the hopeful one: in 2022, for the first time in over 80 years, biologists and the Winnemem Wintu Tribe carried winter-run eggs back up to the cold McCloud River — the climate-resilient habitat the fish were built for — and hatched them in remote streamside incubators.
Shasta Dam is a keystone of California's water and power; it isn't coming out, and on the evidence it shouldn't. So the answer here isn't demolition — it's getting the fish back to the cold water they need, and running the hatchery bridge that keeps them alive in the meantime. The winter-run's plight is bound up in California's brutal water fights — agriculture, cities, and the environment all pulling on the same limited supply — and in drought and a warming climate that no single program controls. We don't pretend those forces are simple or that active recovery erases them. The McCloud reintroduction is still an early pilot, not a finished restoration, and the run is a long way from safe.
But the through-line is undeniable: thirty years of protection left it endangered, and the things now keeping it alive and pointing it home are hands-on. When the passive approach has run this long and failed this clearly, "do more of the same" is not a plan.
