The Skagit is the largest and most intact salmon and steelhead river in Puget Sound — the best wild habitat we've got left. Which makes it the fairest possible place to ask a simple question: what actually rebuilds a run?
Over the last decade the Skagit ran two very different experiments side by side. One was passive: stop the hatchery and wait. The other was active: invest in engineering the fish past the dams. The results are worth putting next to each other.
In 2014, a legal settlement placed a twelve-year moratorium on releasing hatchery steelhead into the Skagit, to give the wild run a clear runway to recover on its own. There was a real case for pausing that particular hatchery stock — it was a domesticated, out-of-basin strain that mixes poorly with wild fish, exactly the kind of program worth rethinking. But the bet underneath the pause was the classic passive one: remove the intervention, protect the fish, and the wild run will come back.
Twelve years later, that bet is in. It did not come back.
Skagit wild steelhead ran to roughly 150,000 historically, and were already down to about 13,000 by the late 1980s.
The 2026 wild-steelhead return is estimated around 4,557 — below the basin's own 6,000-spawner recovery goal.
Across the full span of the moratorium, the wild run did not climb back to its goal. Removing the hatchery and waiting did not rebuild it.
The point isn't "bring back the old hatchery stock" — pausing a domesticated, out-of-basin strain was a reasonable call on its own terms. The point is what the pause revealed: for a run already this depleted, the absence of a hatchery plus patience is not a recovery plan. A run at a few thousand fish, against a goal of six thousand, needs active rebuilding — native-broodstock production, habitat, and passage working together — not simply the removal of one thing and a decade of waiting to see what happens.
That's the whole difference between managing a decline and reversing one. Waiting is not intervention.
On the same river, a very different approach is underway. Seattle City Light's hydroelectric dams on the upper Skagit had long blocked fish from habitat above them — and rather than tear out the region's clean power, a landmark settlement commits on the order of $979 million toward relicensing that centers on fish passage. Keep the dams, move the fish: engineer a way past the barrier and reopen the habitat, without forfeiting the electricity.

Wild steelhead face pressures far beyond any single hatchery — poor ocean survival, past harvest, and habitat loss all weigh on the Skagit, and no one should claim the moratorium alone explains the run's struggles. The concern that drove it was legitimate: domesticated hatchery fish really can harm wild populations, and that stock was a fair target. The Skagit's tribal co-managers — the Upper Skagit, Sauk-Suiattle, and Swinomish — are central to every decision here, and in 2023 a co-manager plan reopened a careful, low-impact wild fishery. And the passage settlement is new; its payoff will take years to read.
Our claim is narrow and evidence-based: given twelve years and the best wild habitat in Puget Sound, "remove the hatchery and wait" did not rebuild the run. That result should inform what we try next — not be repeated on faith.
